Bridging the Employment Gap: Arunachal Hosts PM-NAPS Workshop to Boost Vocational Training

In a significant move to reshape the employment landscape in the state, Arunachal Pradesh Minister for Skill Development and Entrepreneurship, Nyato Dukam, has strongly advocated for a societal shift toward the “dignity of labor.” Speaking at an awareness workshop on the Pradhan Mantri National Apprenticeship Promotion Scheme (PM-NAPS) in Papum Pare district, the minister urged the youth to look beyond conventional job-seeking and instead aspire to become job creators by embracing vocational and technical skills.

Addressing a large gathering of students and aspiring entrepreneurs, Minister Dukam emphasized that in today’s highly competitive market, academic qualifications alone are often insufficient. He stressed that skills have become the primary currency for employability. He pointed out that even with existing reservation provisions, a lack of technical expertise frequently limits opportunities for youth in various industries. The minister encouraged attendees to explore trades such as plumbing, electrical work, and mechanics, noting that these sectors offer sustainable and dignified livelihoods.

The workshop, which is the ninth of its kind conducted by the Department of Skill Development & Entrepreneurship (DSDE) this financial year, focused on the operational details of the PM-NAPS. DSDE Deputy Director Gyati Kacho explained that the scheme is an industry-led initiative where participants acquire hands-on skills in real industrial environments. Crucially, the scheme is not restricted to ITI trainees but is open to candidates from diverse academic backgrounds, making it a cornerstone initiative for enhancing employability and facilitating workforce absorption.

Adding further support for those venturing into entrepreneurship, the event highlighted the Chief Minister’s Soft Loan Scheme (CMSLS). Under this initiative, eligible ITI pass-outs can avail themselves of collateral-free loans of up to Rs 3 lakh, supported by government subsidies and interest relief, to initiate their own income-generating projects. Additionally, the department showcased its foreign language training programme, which is designed to connect local youth with overseas placement opportunities, particularly in the healthcare and hospitality sectors. The government provides comprehensive support for these candidates, including training and travel expenses.

Minister’s adviser, Dr. Mohesh Chai, reiterated the need to acknowledge the reality of limited government job availability, noting that technical careers are the future of a stable economy. The event, which saw participation from various institutions, including Dera Natung Government College and Rajiv Gandhi Polytechnic College, concluded with interactive sessions between the youth and industry representatives. Through these persistent outreach efforts, the state government aims to bridge the gap between education and industry requirements, ultimately preparing the youth to contribute effectively to the vision of a ‘Viksit Bharat.’
