Congress has criticized Prime Minister Narendra Modi for allegedly avoiding Manipur amid ongoing ethnic strife, marking the second anniversary of the violence that erupted in the state in 2023. The party also accused Union Home Minister Amit Shah of failing to manage the crisis effectively. Congress leader Jairam Ramesh stated that despite traveling worldwide, PM Modi has not visited Manipur or engaged with its people. The party highlighted the suffering of over 60,000 internally displaced persons and the lack of a reconciliation process. The BJP-led government imposed President’s Rule in February 2025, following a Supreme Court declaration of a constitutional breakdown.
More than 220 people have been killed and thousands rendered homeless in ethnic violence between Imphal Valley-based Meiteis and adjoining hills-based Kuki-Zo groups since May 2023. Congress has accused the BJP of political maneuvering instead of addressing the humanitarian crisis. The party claims that no meaningful reconciliation process is underway, and the displaced continue to live in relief camps under stressful conditions.
Congress has also alleged that Amit Shah, to whom PM Modi has outsourced the management of Manipur, has failed in his responsibilities. The party has urged the Prime Minister to visit Manipur and engage with its people to extend a “healing touch”.
