The Andaman & Nicobar Administration has initiated a major step toward enhancing inter-island connectivity by holding a pre-application meeting for prospective operators of commercial helicopter services. The meeting, organized by the Directorate of Civil Aviation, follows the recent release of an Expression of Interest (EOI) inviting Indian aviation companies to participate in the proposed service network.
The initiative aims to connect 11 islands across the archipelago with faster and more reliable air transport, addressing both tourism demand and logistical challenges. The administration emphasized that the meeting was intended to clarify operational expectations, address technical queries, and gather feedback before issuing a formal Request for Proposal (RFP) on a no-cost-no-commitment (NCNC) basis.
Under the proposed framework, operators will be responsible for all aspects of service delivery, including aircraft, crew, passenger safety, insurance, and liability. No government subsidies or viability gap funding will be provided. The administration will act as a facilitator, offering access to helipads, waiting areas, security screening, and other amenities at designated locations.
The infrastructure supporting this initiative is already in place. A dedicated inter-island helicopter terminal adjacent to Veer Savarkar International Airport includes a 32-by-29-metre hangar and an apron capable of accommodating up to six helicopters. Air Traffic Control services will be provided by the Indian Navy (INS Utkrosh), while refueling support will come from Indian Oil Corporation.
Tourism has been a driving force behind the proposal. In 2024, the Andaman & Nicobar Islands welcomed approximately 722,000 visitors, marking a steady rise in footfall. The administration believes that commercial helicopter services will significantly improve access to remote destinations, reduce travel time, and enhance the overall tourist experience.
The meeting concluded with positive engagement from several aviation firms, and the administration is expected to finalize the RFP process in the coming weeks. If successful, the new helicopter services could be operational by late 2026, ushering in a new era of regional air mobility for the islands.
